A note about being spied on

On Monday, on my way home from Karaoke, I noticed a van parked outside a house near my apartment with a 'coop deli' ivery. It looked like a food delivery service, the first time I had seen such a thing in Japan, so it was noteworthy to some extent, if a little too prosaic for this blog. But the story doesn't end there, because, about an hour later, on my way home from the supermarket, there it was again, slap bang outside my apartment, only this time it drove off as soon as the driver saw me. Again, this is far too mundane for a blog of this nature. But wait, there's more. You see on Tuesday morning, on my way to work, the van was there again, not in my neighbourhood this time, but across the road from the Shinobazo Pond that I walk around each morning just before entering the hallowed office. Then, yesterday evening, on my way home it was parked in the back streets by Okachimachi station. I've been here for just about 6 weeks, and I've never seen it before and then bosh, four times in 3 days, a coincidence? Or something more sinister. Are the Japanese government spying on me. Do they have a fleet of delivery vans that double as surveillance trucks, that track foreigners to make sure they are behaving within the social norms of the country. Did someone tip them off that I don't always take my shoes off when I step into my apartment? Did I get reported for eating an onigiri whilst walking? Or was I spotted on the wrong side of the pavement? Was I in trouble for not staring at my phone on the train? Please don't tell me I made eye contact with someone on the Keisei Line,  I think you can be deported on the spot for that. Or maybe they've got me for putting my bins out on the wrong day.  Whatever it is, I have the feeling that somebody is watching me, or maybe someone is just delivering meal boxes.
